Sixth person in the State of Missouri to complete the University of Missouri Fire and Rescue Training Institute’s Fire Office Certificate program completed in May 2004. 

Robert Creed was appointed to Emergency Management Director for the City of Moberly/Randolph County on April 18, 2005. 

Duties: Plans, organizes, and directs the operation of the county emergency management program with local government, civic and business officials and other interest groups; coordinates the emergency and assists business firms in establishing industrial emergency management program; meets with state and federal emergency management officials to coordinate the county emergency program; prepares various forms, official documents and reports for state and federal officials; prepares the budget for the emergency management programs.  Testing and maintaining of early warning siren system for Moberly & Huntsville.  In the event of a disaster, activates the emergency center and assists the county or city officials with command and control of the incident.
